| War-torn days over -- FAMU employees enjoy better days Sat, 12 Jul 2008 21:52:00 EST Florida A&M employee Phyllis Watson couldn't contain the tears that brimmed her eyes as she remembered the days that led to the institution being placed on probation by its accrediting agency. "We knew it could be better," said Watson, assistant vice president of administrative and financial services. "Every Friday, everyone came to work in fear that (he or she) would be next. Typically, every Friday someone was let go. And there was never any warning. The police just showed up and escorted you out. It was a very stressful time. It's kind of like post-Vietnam. You had some traumatic stress disorder." She could've left. All eyes were on the entire financial services division which later received the most findings in state audits and was cited for the most problem areas by the university's accrediting group — the Southern Association of Colleges and Schools. Watson, an MBA holder, is one dissertation away from getting her doctorates degree. So, opportunities are out there for her, she said. But she, like others in her unit at FAMU, hoped for a better day when leadership would come to FAMU with solutions. That day came July 2, 2007 when FAMU President James Ammons stepped aboard and made known that "the blame game was over." Watson said morale was so low it took at least two months for trust to build. But it did. The full FAMU metamorphosis from caterpillar to butterfly didn't take place until after more than 25,000 extra work hours were completed by employees in finance and information technology — the hardest hit in the days of poor leadership, according to state audits and SACS report. Employees worked seven days a week — holidays included. But Ammons said all that paid off June 26 when SACS lifted probation and moved FAMU to a new day. FAMU, however, is still not problem free. The schools are Oak Ridge Elementary, Belle Vue Middle and Nims Middle schools. Nine out of 45 Leon County schools including one charter school made AYP. Last week, commissioners voted 6-1 to increase the rate from $7.213 for every $1,000 of property value to $8.38 — a 16-percent jump. Commissioner Ed DePuy cast the only "no" vote. County officials say homeowners won't see their tax bills go up because of the voter-approved Amendment 1, which doubled the homestead exemption. But NEBA says bills will increase for business owners and landlords. NEBA member Peggy Munroe and talk-radio host Preston Scott co-wrote a letter to members last week saying the county tax increase "would all but eliminate the little bit of relief offered by Amendment 1." "Landlords will be faced with absorbing the extra expense or passing it on to their renters who are mostly people who cannot afford to buy," they wrote. Ted Thomas, a member of NEBA, called the tax increase "a terrible decision. He said commissioners "didn't really solve the problem or fix the issue. They just passed the tax burden on the business owners, people who have second homes and the people who own rental properties." Commissioners approved the tax increase during budget talks last week. It won't become final until after public hearings in September. The budget includes millions of dollars over the next five years for new branch libraries and a new park. The budget includes a 3.9-percent raise for employees, which some NEBA members say is more than what the private sector is giving workers. Though the new rate qualifies as a tax increase under Florida law, county officials say the owner of a median-priced home will still see a $10 reduction in their tax bill because of Amendment 1. Commissioner Bob Rackleff said that if the county had gone with a significantly lower tax rate, it would have had to cancel building and road projects and lay off workers. "Combined with the previous two budgets, the county tax for a median priced home in Leon County will have gone down $210," he said. |
